Purpose of the Grant
The CCBHC Improvement and Advancement Grant is designed to strengthen community behavioral health systems by supporting Certified Community Behavioral Health Clinics in delivering comprehensive, coordinated care. The program focuses on enhancing service quality, improving access, and ensuring individuals receive high-quality mental health and substance use disorder services regardless of their ability to pay.
Grant-funded activities are intended to support:
The grant supports the continued enhancement and improvement of certified CCBHCs by strengthening comprehensive outreach, screening, assessment, treatment, care coordination, and recovery supports that are informed by a community needs assessment, while expanding access to high-quality behavioral health services for individuals with mental health and or substance use disorders.
Allowable activities under this grant may include:

Improving or expanding required clinical and support services

Strengthening care coordination, crisis services, and continuity of care

Enhancing recovery supports based on documented community needs

Advancing data systems, reporting capacity, and quality improvement efforts

Continuing to serve all individuals regardless of residence or ability to pay
At its core, this grant supports alignment with SAMHSA’s CCBHC Certification Criteria while allowing clinics to build on what is already working and address identified gaps.
Additional CCBHC Funding for New Clinics
In addition to the Improvement and Advancement Grant, SAMHSA is expected to release additional funding opportunities for organizations seeking to become Certified Community Behavioral Health Clinics. The Planning, Development, and Implementation (PDI) grants are designed for new CCBHCs that have not yet achieved certification and are preparing to meet SAMHSA’s CCBHC criteria.
